Low-cost Airlines' Baggage Fees Under EU Scrutiny for Legality

The baggage fees of several major low-cost airlines may be illegal. The Norwegian Consumer Council, the Norwegian equivalent of the Consumer Agency, lists seven companies, including Norwegian and Ryanair, that charge incorrect fees for hand luggage.
