Ivo: Difficult to shut down criminals' HVB homes

Several HVB homes are run by criminal networks, the police state in a new report. But closing homes run by unscrupulous actors is not entirely easy. If we cannot confirm with clear evidence that holds up in court, it is difficult to do anything, says Anna Karin Nyqvist, unit manager at Ivo.
