The investigation provides several proposals on how to remove secrecy barriers between schools and authorities, as well as between schools, to prevent crime. This is to prevent children or teenagers who are suspected of crime, or whose families have ties to gang criminality, from being placed in a class with children from a rival gang, for example.
I know it's important for principals to know if a student is criminal, for then they can more easily help, says Minister of Education Lotta Edholm (L).
Information should also be able to be shared about young people who need support because they are at risk of being drawn into criminality or being victims of crime themselves. Social services and Sis-homes will also be able to receive more information if the proposals are implemented.
A risk with the proposals is that, above all, the integrity of children and young people will be harmed, according to the government's investigator Jonas Trolle, head of the Center against Violent Extremism.
This is a concern that we are well aware of, says Trolle.
But we assess, considering the development and how society looks, that these restrictions and opportunities for information sharing are proportional, says Trolle.

Increased information exchange is something that several investigations are working on, and therefore the School Safety Investigation has focused on what information social services, police, Sis, and schools can provide and share with each other.
In the investigation, it is proposed that police, social services, and Sis should be able to provide information about children in risk zones to schools – even against the will of the student or guardian. Schools should also be able to share information with each other and more easily inform social services and Sis.
The proposals are expected to increase safety in schools and strengthen support for students affected. However, there is a risk that integrity will be harmed.
In the investigation's earlier partial reports, it has been proposed that schools should be required to report students suspected of crimes committed in school activities and stricter requirements for keeping unauthorized persons out of schools.
