Judge pauses blow to USA's aid agency

The Trump administration has presented its plan to dismantle the USA's aid agency USAID, the world's largest aid donor. The staff of 8,000 is to be reduced to barely 300, according to media reports. But just hours before the staff was to be laid off, a judge announces that the plans are being put on hold.
