"They are almost certainly prepared to tolerate continuously high death tolls as long as this does not negatively affect public or elite support for the war, and these losses can be replaced," states the British Defense Department about President Vladimir Putin and his military leaders' priorities.
However, the exact number of deaths in the war is unclear, as both sides are reluctant to report death tolls.
