According to the report, both the Minister of the Interior, the Minister of Foreign Affairs, and the Minister of Finance have reserved themselves against the decision, among other things with reference to the economy and "a negative impact on our international reputation".

Yoon threw South Korea into political chaos when he announced his decision on emergency powers on December 3 last year. He was stripped of his presidential powers on December 14, when parliament voted to put him on trial. Since then, he has been hiding in the presidential residence, surrounded by hundreds of loyal security guards who have so far been able to prevent the prosecutors' attempts to arrest him.
