Ukraine's President Volodymyr Zelenskyj has made a tour to several countries in recent weeks to present the victory plan to various leaders. Now, he is speaking to his own country's parliament about the details of the plan.
It is not an option to freeze the conflict, i.e., to cease the armed fighting without a peace agreement or similar being introduced. Giving up Ukrainian territory in exchange for peace is also not negotiable, the president announces, and then presents the five points of the victory plan.
The first point is a NATO invitation, now, says the president in his speech to the legislators, and claims that Moscow has been able to undermine European security precisely because Ukraine is not a member of the defense alliance.
Secret Application
Point two concerns defense and involves an irreversible strengthening of Ukraine's military defense, says Zelenskyj according to the statement published on the Ukrainian presidential office's website.
This requires, among other things, improved air defense, allowing allied parties to use their long-range weapons on all territories occupied by Russia, as well as against military targets in Russia, and intelligence assistance. One of the secret appendices concerns this.
The third point deals with deterrence. Ukraine proposes the introduction of a "comprehensive non-nuclear strategic deterrence package" on Ukrainian soil to protect the country from military threats from Russia in the future and to force Russia to diplomatic negotiations. Ukraine has submitted a "secret application" to the USA, the United Kingdom, France, Italy, and Germany regarding this.
The fourth part of the victory plan concerns Ukraine's economic resources. Here, too, there is a secret appendix that has been sent to the relevant parties, notes Zelenskyj.
Ukraine wants the USA, together with other parties such as the EU, to enter into a special agreement on joint protection of vital resources, such as Ukrainian metals, which are to be used to strengthen Ukraine's allies.
Sharing Experience after the War
The last point concerns the post-war period. Ukraine will then have one of the world's most experienced militaries, says the president, with unique experience of modern warfare, which will then be offered to NATO. Ukrainian units are intended to be stationed in Europe together with American forces.
This Ukrainian experience should be used to strengthen the defense of the alliance and guarantee security in Europe, says Volodymyr Zelenskyj.
The Kremlin has immediately responded to the victory plan, which spokesperson Dmitrij Peskov calls "short-lived", and urges Kiev to "sober up", writes AFP.
