According to the Wall Street Journal, the United Kingdom, France, and Germany have worked out the proposal together with Ukraine after the American envoy Steve Witkoff's trip to Moscow this week.
The plan was presented to the US Vice President JD Vance on Saturday, during the meeting held southeast of London. It is a response to the proposal that Russia has put forward, where Russia wants to retain parts of the Ukrainian territory it currently controls.
Volodymyr Zelenskyj writes on X that his representatives on site in England have described the meeting as constructive. At the same time, he places responsibility on the US to succeed in negotiations with Russia.
Kristersson behind
"The US President has the means and determination. Ukraine has been behind President (Donald) Trump's proposal for a ceasefire since February. What we need now is not a pause in the killing, but a real, lasting peace", he writes and continues:
"That's what President Trump told me, and I fully support it."
American sources tell CNN that the meeting at the British Foreign Minister's summer residence Chevening House in Kent meant "significant progress towards President Trump's goal of putting an end to the war in Ukraine".
Sweden's Prime Minister Ulf Kristersson (The Moderate Party) supports the European proposal.
"It is obvious that a just and lasting peace must be achieved with Ukraine at the negotiating table", he writes on X.
Zelenskyj called around
Zelenskyj also spoke with several European leaders on Saturday to get further support for a unified European peace plan. He has, among other things, talked to Denmark's Prime Minister Mette Frederiksen, Finland's President Alexander Stubb, and the French President Emmanuel Macron.
The latter writes on social media that "Europeans must necessarily be part of the solution, as it affects their security".
Britain's Foreign Minister David Lammy, together with JD Vance, called for Saturday's meeting where several national security advisers from Europe, Ukraine, and the US participated to discuss ahead of the meeting between Presidents Donald Trump and Vladimir Putin in Alaska on Friday.
