The decision is made to clarify that the authority sets requirements for job seekers.

When it comes to job seekers, they also have obligations, this is not customers, we are not salespeople but civil servants, says Director-General Maria Hemström Hemmingsson to the radio.

She further states that words have significance and affect how one acts and what expectations are set. The target groups will now be called job seekers and employers.

Political scientist Magnus Blomgren at Umeå University believes it is an expected direction. It is part of a larger trend where one moves away from the idea that authorities should act more like companies, so-called new public management.

It is interesting because there are many symbols in such things, now one is changing back to something old, he says to the radio.
