Knives in the rooms, rat feces and uneducated staff. On several occasions, individual police officers have reported serious irregularities at HVB homes to the Health and Social Care Inspectorate (Ivo). However, the reports have often not led to immediate action, according to an investigation by Ekot on Sveriges Radio.
At least 14 times, police officers have reported irregularities to Ivo. One home was reported after a search revealed knives in almost every room, as well as signs of drug use by young people. There was also dirt and rat feces in the rooms.
Peder Carlsson, head of supervision at Ivo, comments on Ekot's investigation.
This is not what can be considered quality. Here, Ivo has a major development task ahead of it, and that's what's happening now, he says to the radio.
HVB homes are an institution within social services that receive young people for care or treatment, and many are privately run. Ivo has closed around ten HVB homes per year in recent years.
