"Today, I am announcing a major increase in security aid to Ukraine, and a range of investments to help Ukraine win this war," it says in a statement from the White House, report media in Washington.
"I am convening a top-level meeting of the Ukraine Defense Contact Group in Germany in October," continues Biden.
"This is to coordinate the work among over 50 countries supporting Ukraine in its defense."
Some new orders
The announcement does not mention the hot issue of clearance to use all donated weapons against targets deep inside Russia. Despite persistent pressure from Ukraine, the US has wavered on the goal.
According to leaks about the new support, approximately 5.5 billion dollars will be used to "buy out" weapons that the US military has placed in a special stockpile for Ukraine. About 2.5 billion will go towards placing orders for new production of weapons for Ukraine in the US.
Can turn with Trump
This is a decision-making path that Biden, as president, can use to help allies in an emergency situation.
There are unutilized appropriations for weapons to Ukraine in the US budget. They must, however, be claimed before September 30 and involve at least 5.5 billion dollars.
Biden will inform Congress that he intends to use the billions in several packages during the autumn.
A victory for former President Donald Trump on November 5 could, however, quickly lead to reduced US support for Ukraine. In recent days, Trump and other Republicans have repeatedly criticized Ukraine's president and dismissed Ukraine's chances in the war following Russia's invasion.
