The female student has not been identified and it is unclear what has happened to her. Hossein Simaei describes her behavior as "immoral and against the norms".
She broke against the norms and her behavior was not compatible with Sharia law, says Simaei in connection with a government meeting.
But according to Simaei, the woman is allowed to continue her education.
Women must wear headscarves and loose-fitting clothes in public, according to the mandatory dress code in Iran.
The student attends the prestigious Islamic Azad University in Tehran and was filmed when she was harassed by members of the paramilitary Basij force, who allegedly tore off her headscarf and clothes.
She then took off her clothes in protest and sat outside the university in only her underwear before walking out onto the street to the amazement of passersby.
