The Government will not ban party lotteries – instead, they will be taxed. Something that will hit hard against the Social Democrats' lottery business, according to the party secretary Tobias Baudin. We will end up with a deficit, he says.

According to Tobias Baudin, the message is about "cutting off the money tap to the large opposition party in Sweden".

He says it is "embarrassing" that the government and the Sweden Democrats are focusing on this issue when there are other major social problems to address.

The gaming tax is currently at 22 percent and the legislative changes are proposed to take effect in January 2026.

According to Baudin, this means that the party's lottery operations, which are carried out via Kombispel, would show a deficit within one or two years because the tax is levied on net revenue.

When you apply the same model that applies to online casinos and introduce it to a public benefit lottery, it results in such large sums of money that need to be paid in, he says.

For public benefit lotteries, special rules apply, including that the value of the prizes may not exceed 50 percent of the value of the stakes.

According to the investigation that forms the basis for the proposal, it would still be possible for S to operate lottery operations with a profit, but the price of the lottery tickets would need to be raised or the margins reduced.

If today's message means that S will discontinue its lottery operations, Tobias Baudin does not want to answer at present, as it is a question that must be discussed within the party first.

But I see that it will be very difficult to have a lottery at all, he says.

Aggressive sales

The Swedish people are worried about the economy, that gang criminals are running HVB homes. As a party, we have a completely different focus than to re-regulate some form of change for a public benefit lottery. It is far down on the priority list in that case.

Last autumn, Dagens Nyheter revealed that Kombispel had used aggressive telesales targeting, among others, elderly people. The party announced shortly afterwards that the telesales would be stopped.
