Few benefit frauds reported by municipalities to the police are investigated and lead to convictions, a study by the Swedish Association of Local Authorities and Regions (SALAR) shows.

Of 720 cases that the municipalities reported to the police in 2022, only 16 have led to convictions. Among the others, 347 cases have been dropped. The others were still not settled when the investigation was conducted in the spring of 2024.

"It's about tax money ending up in the wrong pockets, legal security for the individual and the public's trust in the welfare system," says Roy Melchert, head of the labour market section, in a press release.

According to the investigation, the main causes of incorrect payments are fraud and cases where the recipient did not report changed personal circumstances. The municipalities also cite their own handling as a cause of incorrect payments.

SKR notes that the municipalities' methods still need to be further developed and sees a need for improved cooperation with the police.
