The Palau-flagged vessel Optima had arrived in Odessa to be loaded a few hours before the attack, writes Oleksij Kuleba, minister responsible for Ukraine's reconstruction, on Telegram.
The dockworker who was killed was a Ukrainian man, the crew on the vessel were all foreign nationals.
This is the second time in two days that a civilian vessel has been damaged in Russian attacks, adds Kuleba, who calls it targeted attacks on the Ukrainian so-called grain corridor through the Black Sea.
"The consequence of this can only be increased instability in sensitive regions of the world that are dependent on food imports and concern in international relations", writes Kuleba.
Most recently, over the weekend, a civilian vessel loaded with 6,000 tons of grain was damaged in a Russian attack in the Odessa region. None of the crew, who came from Egypt and Syria, were injured.
Air raid warnings have been issued in the Odessa region also during the night to Tuesday.
