The trip is being carried out despite Mongolia being formally obligated to arrest the president, who is subject to an international arrest warrant issued by the International Criminal Court (ICC), as they have signed the court's founding document, the Rome Statute.
Both the ICC and Ukraine have appealed to Mongolia to take action against Putin during the visit, something that is considered unlikely given the close relations between Mongolia and Russia.
The ICC's order to arrest Putin was issued in March 2023 and was motivated by the forced transfer of children from Russian-occupied areas in Ukraine during the war.
This is the first time since the arrest warrant was issued that Putin is visiting a state that has ratified the Rome Statute.
