Several of the managers have, due to budget reasons, felt forced to bring home criminal children and young people from HVB and Sis-homes despite the risk that they would relapse into crime, according to Sveriges Radio Ekot.

It should be a balanced budget at any cost, even though it's impossible to get the budget in balance when you have two gangs fighting with each other, says Sandy Lundström, one of those who has left their position, to Ekot.

On April 10 this year, a father was shot dead near Skärholmen's center and social authorities have made an effort to remove young criminals from the area. But the unit for children and young people has a budget deficit of 22 million kronor so far this year and the managers who Ekot has spoken to say that they have been urged to terminate HVB placements to save money.

District Director Lisa Kinnari rejects the criticism and says that placements should never be terminated due to budget reasons.
