Locked in an LSS accommodation for 16 years - "I've made mistakes"

Mark Municipality is criticized by Ivo (Health and Social Care Inspectorate) for a man having lived 16 years in an LSS accommodation without being able to leave his apartment on his own, writes Borås Tidning.

Locked in an LSS accommodation for 16 years - "I've made mistakes"

During an unannounced visit, Ivo's inspectors found that the man did not have the opportunity to move around as he was entitled to. Partly, there were locks on his room that prevented him from accessing the common areas, and partly, the outdoor area was surrounded by a several-meter-high fence with locked gates.

According to Ivo's report, a person who had worked at the residence for a year had tried to remove the restrictions without success. When it didn't work, the municipality chose to arrange another place for the man.

In response to the question of how the man could have had it this way for 16 years, Sarah Dunér, operations manager at the social services administration, answers:

This is a very good question, and I ask myself the same question. We have made mistakes, but now it feels good to be able to offer an alternative. We should not have restrictive measures for anyone when it comes to an LSS intervention.

Two more people live in the group home. The social services administration's proposal is now to phase it out.
