Sweden and other countries with a coastline along the Baltic Sea and the North Sea will attempt to tighten controls on vessels in the Russian so-called shadow fleet. This is something that EU countries have agreed on.
Prime Minister Ulf Kristersson (M) states that the measure is an important step to follow and monitor the vessels more closely. However, he acknowledges:
There are clear limitations to what we can do in accordance with international law and maritime law.
The vessels, which are often worn out and can pose an environmental hazard, are suspected of helping Russia circumvent sanctions. The idea is that the coastal countries around the Baltic Sea and the North Sea will request to see insurance documents when, for example, oil tankers pass through the Öresund or the English Channel.
