Two out of three HVB homes have deficiencies

Two-thirds of the country's residential care homes for young people have deficiencies. This is shown by Ivo, the Health and Social Care Inspectorate's annual report. In 2024, 18 residential care homes were forced to close.

In slightly over two-thirds of all HVB homes that Ivo has reviewed, the authority has found deficiencies where the homes must take action and report back to Ivo. At the same time, 18 homes were forced to close due to serious deficiencies in 2024.

In several of the homes, there are instances of threats, violence, and abuse. The homes also lack routines for preventing and managing violations and self-harm. Some HVB homes mix children and young people in a way that is not permitted, according to the report.

Several homes have also failed to conduct background checks before hiring staff, which has resulted in young people being cared for by criminals.

In 2024, around 130 individuals have been reported to the police on suspicion of committing crimes in their professional capacity, following Ivo's supervision.

An additional 78 operations have received a decision with identified deficiencies, but where the operation does not need to report back on measures taken.
