Image material that Ukraine's President Volodymyr Zelenskyj has shared on Telegram shows civilians lying on a street filled with debris in the city.

"There is nothing more brutal than air strikes against a city, when you know that ordinary civilians will suffer", writes Zelenskyj.

Both the President and the local governor Ivan Fedorov report that 13 people have been killed. Fedorov announces that Thursday will be a day of mourning in the region.

Earlier on Wednesday, Zelenskyj said that countries that want to see an end to the war should offer Ukraine support in the country's future defense. There is a concern in Ukraine that a future ceasefire or peace agreement would only give Russia time to rearm and then invade again, if it is not militarily deterred.

To be honest, I think we have the right to demand serious security guarantees from ... countries that strive for peace in the world, said the President.
