The war in Ukraine poses "a risk of civilian aircraft being unintentionally targeted in the Russian Federation's airspace, due to possible civil-military coordination failures and a risk of misidentification", writes Easa in a security bulletin.

Russia has already banned EU airlines from flying over its airspace, but planes from China, Turkey, Gulf states, and other countries are still allowed.

According to Azerbaijan's President Ilham Aliyev, the passenger plane was "shot down from the ground" over the Russian city of Grozny, where it was supposed to land. 38 people died in the crash.

Russia has stated that the country's air defense was operational at the time of the incident to counter Ukrainian drones, but has not gone so far as to say that the Russian air defense shot at the passenger plane.
