The message came just minutes before Donald Trump took the presidential oath.
It concerns Biden's siblings and their spouses. This is happening in light of family members being subjected to attacks and threats from Trump.
"Unfortunately, I have no reason to believe that these attacks will cease", says Biden in a statement.
None of the family members are suspected of crimes.
Earlier on Monday, Biden also pardoned, among others, Anthony Fauci, who was the White House's special advisor during the coronavirus pandemic, and Mark Milley, the former US defense chief. Also, this was done in a preventive manner.
Last month, Joe Biden pardoned his son Hunter Biden, who was convicted of weapons and tax offenses.
