Two years ago, the former top lawyer was sentenced to six years in prison for aiding and abetting a murder plot linked to the so-called Vårby network in southern Stockholm.
In encrypted chats, the man, under the alias "The King", was found to have had contact with central figures in the network.
A 33-year-old serving a life sentence testified about "The King's" involvement in the murder plan – intended to be carried out within the institution.
Last summer, the man, who was sentenced to life imprisonment and deportation in 2015 for aggravated robbery, applied to have his sentence determined. But that will not happen.
The man has continued to commit serious crimes within the institution and is described by the National Board of Forensic Medicine as a person with psychopathic traits and a high risk of reoffending.
A police officer who led the investigation against the lawyer testified in favor of the 33-year-old during the trial, but the Örebro District Court believes that the risk of reoffending in serious crime outweighs.
"Against this background, there is an absolute obstacle to determining a life sentence", the court writes in the decision announced on Monday.
