The comprehensive indictment includes murder, incitement to murder, accessory to murder, kidnapping, aggravated grave violation, preparation for murder, conspiracy to murder, and accessory to preparation for murder.
The case also includes murder preparations directed against other individuals.
In addition to the 18 defendants, charges are also brought against three individuals who were not of legal age.
Eight of the suspects are detained.
At the center is a man in his 30s, who is suspected of kidnapping and murdering the boys. The man was initially detained in absentia since he had fled abroad, but in February last year, he was arrested at Arlanda.
During the investigation, up to 20 people have been suspected of some form of involvement.
Torture-like treatment
It was in July 2023 that the boys, who were friends with each other, were reported missing from the HVB home and family home in Nyköping where they were placed.
A few days later, one of the boys was found dead in a forest area in Nynäshamn municipality south of Stockholm. The remains of the other boy were found in Upplands-Bro north of the capital a few weeks later.
Both boys had been subjected to severe violence and torture-like treatment. Both murders were filmed, according to the prosecutor.
To set an example
According to Expressen, the police's hypothesis is that the boys were murdered because they had sold on weapons they had received from the criminal Foxtrot network and that the murders were intended to set an example against other minors.
In connection with the indictment, the police and prosecutor will hold a press conference in Stockholm at 1 pm.
