The permit you must have before you can practise driving and take the tests for a Swedish driving licence. You apply to Transportstyrelsen, and the application includes a health declaration and an eye test certificate.

With the permit you can practise with a driving school or privately with an approved supervisor, after the required introductory training. You cannot book the theory test or the driving test with Trafikverket without a valid learner's permit.

If you already hold a licence from abroad that cannot be exchanged, a learner's permit is usually the first step towards a Swedish licence.
