The golden visa, a more expensive variant of a traditional "green card", is to be sold within two weeks and constitutes a path to American citizenship for those who can afford it, according to the president.
They will be rich and successful, and they will spend a lot of money and pay a lot of taxes and employ many people, said Trump to reporters at the White House.
In response to a direct question about whether rich Russians would also be able to buy a gold card, Trump replied:
Maybe. I know some Russian oligarchs who are very nice people.
They are not as rich as they used to be. I think they can afford five million dollars.
The USA has previously had visas for investors who spend around one million dollars on companies that employ at least ten people.
