There have already been several examples of Russian planes that have violated neighboring countries' and NATO countries' airspace, says Sybiha.
He thinks that allies should "explore the possibility of shooting down drones over Ukrainian territory".
Lithuania's Defense Minister Laurynas Kasciunas does not go quite that far, but thinks that NATO planes based in the Baltic states should shoot down Russian drones that enter their airspace.
The statement comes after a Russian drone crashed in Latvia over the weekend. According to the Latvian defense, it was loaded with explosives.
NATO planes "must not only patrol but also, if necessary, if possible, destroy the drones", says Kasciunas to journalists in the Lithuanian capital Vilnius.
He adds that the process of making that decision should be shortened to make it possible.
