The accident occurred late on Saturday local time when thousands of people tried to board a train to the world's largest Hindu festival, Kumbh Mela, in the city of Prayagraj in northern India.
Prime Minister Narendra Modi writes on X that he is "distraught" and that authorities will help those affected.
The six-week festival has been visited by around 500 million people since it began in January. The festival will continue until February 26.
In January, 30 people died during the same festival when tens of millions of Hindus gathered to take a dip in holy river water.
