The tanker Eagle S has brought in lead-free gasoline and diesel, which are subject to the sanctions against Russia, into Finnish waters.
The Customs' unit for economic crime has therefore investigated whether Eagle S has violated the sanctions legislation.
However, there will be no criminal investigation, according to the Customs in a press release. This is because Eagle S moved into Finland's territorial waters at the request of Finnish authorities.
In late December, the oil-laden vessel is suspected to have dropped its anchor on the seabed and damaged several important underwater cables between Finland and Estonia.
The incident is being investigated as gross sabotage and gross disruption of telecommunications.
The vessel is suspected to be part of the Russian shadow fleet but sails under the Cook Islands' flag to circumvent the world's sanctions.
