When EU member states hope to agree today on their view of the Commission's proposal, Sweden will vote "yellow" - that is, abstain.
Minister of Energy and Enterprise Ebba Busch (KD) is nevertheless satisfied with the result after the spring's high-profile dispute and criticism against the proposal.
"Yes, you can say that. It is almost unthinkable that we have managed to achieve this. None of the money that has been generated so far from Swedes' electricity bills... will be used for anything other than in Sweden," says Busch on her way to the meeting in Luxembourg.
