The Hezbollah leader says that the Islamic movement based in Lebanon will respond to Israel's attacks on the movement with attacks in Israel.
He says that the movement went through a period of "confusion" after the previous leader Hassan Nasrallah was killed in an Israeli attack at the end of September, but claims that Hezbollah is strong again.
We have regained all our strength and we have the means required to meet the challenges, says Naim Qassem according to French media.
He also says that Hezbollah does not intend to accept Israel "imposing conditions on us", reports AFP.
The speech was broadcast on Wednesday, but it is unclear where and when Qassem's recording was made.
The 71-year-old Qassem consolidates his leadership of Hezbollah through the speech. He was appointed general secretary in October after both Nasrallah and the probable successor Hashem Safieddine were killed in Israeli attacks.
He has long experience within Hezbollah's leadership, but is believed to have left Lebanon for Iran.
Qassem has held several speeches since the movement's leader Nasrallah was killed on September 27. He has both advocated for a ceasefire as a solution, and simultaneously outlined a strategy for attacking Israeli interests.
