Russia's war of aggression means that vessels in the Baltic Sea are often older and have unclear ownership and insurance conditions. The risk of sabotage has also increased, writes the National Audit Office in its press release.
New, more environmentally friendly fuels are also considered to have properties that make them more difficult to clean up from water than traditional bunker oils using conventional methods, which places higher demands on handling and rescue operations.
The review is expected to be completed in October this year.
