On Tuesday, the new ban was approved in a third and final vote in the Russian parliament's lower house, the Duma.
The idea is that the controversial law will promote childbearing. Russia's birth rate has been declining since the 1990s, and the leaders of the Duma and the Senate have both launched harsh attacks on what they describe as an extremist childlessness movement. President Vladimir Putin has repeatedly urged women to have more children, which he describes as crucial for the future of the Russian people.
The law now only needs to be approved by the parliament's upper house, the Federation Council, and signed by Putin.
On Tuesday, the Duma also passed another contentious bill, banning the adoption of Russian children to countries where gender reassignment is legal.
