The Authority has discovered 32 deficiencies on the vessel, of which three are considered so serious that the vessel is being stopped. The deficiencies concern, among other things, fire safety, navigation equipment, and inadequate ventilation in the pump room.
The vessel will need to bring in external help to rectify the deficiencies, which may take time, says the Director of Maritime Affairs, Sanna Sonninen, in a press release.
The oil-carrying vessel was noticed on Christmas Day, suspected of having dragged an anchor for tens of kilometers on the seabed and thereby damaging several important underwater cables between Finland and Estonia.
The Eagle S has been missing one of its two anchors, and on Tuesday, the Swedish Navy reported that the Swedish submarine rescue vessel HMS Belos had salvaged the missing anchor.
The vessel, which is being held in a Finnish harbor, sails under the flag of the Cook Islands but is suspected of being part of the Russian shadow fleet to circumvent international sanctions.
Several members of the vessel's crew are suspected of gross sabotage and gross disruption of telecommunications. It is also being investigated whether there have been violations of the sanctions against Russia.
