The law exonerates those accused of crimes against the left-wing guerrilla groups Sendero Luminoso and Túpac Amaru during clashes with government forces. About 70,000 guerrilla members were killed, according to official figures.
The Inter-American Court of Human Rights (IACHR) has demanded that Peru refrain from approving the law or from following it, while the consequences for the victims are investigated. A UN report also criticizes the law and believes that Peru has an obligation to investigate human rights abuses committed during the conflict.
