Camilla Waltersson Grönvall: All HVB Homes to be Inspected

The Government assigns Ivo the task of intensifying the supervision of HVB homes after this summer's alarm that some homes are run by criminals. A police report last summer showed that several HVB homes are run by organized and family-based crime. Now, the government is giving the Inspectorate for Health and Social Care (Ivo) the task of strengthening supervision of support homes and HVB homes.

All welfare-related crime must be combated, says Camilla Waltersson Grönvall.

She emphasizes that it's about the care of children who have been taken into care by society. Then, there can be no doubts that the operation should be conducted with high quality.

The task includes working with the Police Authority and the Economic Crime Authority to improve cooperation on supervision. For this, Ivo will be able to use 6 million kronor in addition to the 17 million kronor already allocated for supervision in 2024. The allocation for 2025 will be 28 million kronor, and then a nationwide owner and management review will be conducted.

With this significant addition, I expect the agency to go through every single HVB home, she says.

If Ivo identifies operations with criminal connections, there is a risk of a shortage of HVB homes and support homes. But Waltersson Grönvall believes this can be solved by finding alternative placements in collaboration with the municipalities.

The risk of having children and young people in the hands of criminals is the greatest risk I see right now, says Camilla Waltersson Grönvall.

The Inspectorate for Health and Social Care (Ivo) is tasked with strengthening supervision of support homes and HVB homes that receive children and young people.

Ivo will take measures within the framework of its existing mandate and existing tools to strengthen this supervision.

The task also includes reporting on how the agency's owner and management review can be expanded and conducted regularly. The task also includes conducting such supervision in 2025.

The task further includes, in collaboration with the Police Authority and the Economic Crime Authority, taking measures for strengthened supervision of support homes and HVB homes for children and young people, and submitting proposals on how cooperation can be further strengthened.
