The state's payments resulted in a surplus of 17.9 billion kronor in November, writes the National Debt Office in a press release.
The surplus was, however, lower than the forecast made by the National Debt Office, which was 24.7 billion.
"The difference is mainly due to the fact that payments from several authorities were higher than expected. Tax revenues were simultaneously approximately 1 billion kronor higher than calculated", writes the National Debt Office about the unexpectedly low primary balance.
