Minister of Social Insurance Anna Tenje justifies the proposal by saying that staff commit a double betrayal when they both exploit their position of power and commit a particularly serious crime.

It should always be considered aggravated rape - and thus punished much more severely, she says during a press conference at Västteg's nursing home in Umeå.

Prime Minister Ulf Kristersson (M) says that 398 rapes of elderly people have been reported in the past five years and that the Moderates want to address what he calls a systemic flaw.

"When they discovered this, they were not allowed to do background checks. We have now changed that," he says.
