Government investigator Joakim Stymne writes on DN Debatt that principals and owners who have recently been subject to regulatory intervention should not be able to expand their existing operations or start new preschools or schools for a certain period, and that a ban should be introduced preventing such entities from expanding by purchasing schools and preschools.
"This provides a strong incentive for owners and principals to ensure good quality and regulatory compliance in their existing operations," writes Stymne.
He also wants to tighten the permit review process by making it mandatory for the municipality where the education will be conducted to submit a statement to the Swedish School Inspectorate about the consequences of the establishment.
"The statement shall form the basis for the Swedish School Inspectorate's assessment of whether an establishment entails negative economic, organizational or pedagogical consequences beyond a three-year period after the establishment," writes Stymne.
