It was motivated by an urgent situation with ongoing, life-threatening violence spiraling in different parts of the country, says Strömmer.

The Minister of Justice had been reported to the Riksdag's Constitutional Committee (KU) by the Green Party, which believes that the government has shown indifference to the preparation requirement in the instrument of government. The requirement states that legislative proposals must be thoroughly investigated and opinions must be obtained from the relevant authorities before a decision is made. In practice, a three-month consultation period applies.

Regarding the introduction of safety zones, the consultation period was five weeks and partly ran over Christmas and New Year.

Demands for urgency can also justify deviations from this, says Strömmer.

Otherwise, he believes that the government lives up to constitutional principles.

Our view is that when we put the proposals on the Riksdag's table, we do so, of course, with full confidence that we are meeting the preparation requirements.
