The Liberal member of parliament Gulan Avci has, in her role as national coordinator against exclusion, compiled 34 points that she thinks the government should proceed with.

Preschool and school have a central role and Avci wants, among other things, that compulsory preschool from the age of three be investigated.

There are far too many problems associated with voluntariness and preschool is our most important social institution to ensure that all children get a good start in life, she says.

But making preschool compulsory is not current, states Minister for Employment and Integration Mats Person (L).

I understand the investigator's desire to address the problem, but what the government is working on is to introduce compulsory language preschool for immigrant children, says the minister.

Which children will be covered more exactly is being investigated right now and a proposal will be presented in the autumn.

On the other hand, Mats Person wants to proceed with the national coordinator's proposal to give all children the right to 30 hours of preschool per week. The government wants to introduce activity requirements for those who receive income support and then the right to 30 hours of preschool is a prerequisite, he means.

Investigating the introduction of compulsory preschool for all children from the age of three is one of the investigator Gulan Avci's proposals. She also wants to see the right to 30 hours of preschool per week and language tests in Swedish when hiring within preschool, as well as competence development of existing staff. In elementary school, more school social teams should be established in schools in exclusion areas, she thinks. Also, independent schools should have a responsibility to participate in crime prevention work. The coordinator also wants to investigate how visits to the child health center can become compulsory for children between the ages of two and a half and four years.
