"Programs that have not been favored by an allocation of mandatory appropriations will be hardest hit by a shutdown", the document states, where the authorities are ordered to submit proposals for plans for staff reduction and notify the employees, writes Politico.
The deadline for reaching an agreement on the budget is at midnight on September 30. Last week, the Democrats in the Senate rejected a provisional financing proposal adopted by the House of Representatives, which is controlled by the Republicans.
Trump canceled a planned meeting with representatives of the Democrats on Tuesday and announced that he will not meet with them until they come up with realistic demands in the negotiations.
