Maryland's district judge Theodore Chuang has ordered the Trump administration to restore access to email and computers for all employees at USAID – including those who have been granted leave of absence.
This follows lawsuits filed by lawyers representing USAID employees.
Furthermore, Elon Musk was directly affected by the preliminary injunction, as he is deemed to possess the kind of power normally reserved for the winner of an election or someone appointed by the Senate.
According to the judge, the evidence suggests that it is Musk who controls Doge and is responsible for the decisions to shut down USAID's headquarters and website, despite the Trump administration claiming that he is only Trump's advisor.
Trump announced in February that the American aid agency USAID would be shut down and aid would be frozen. Since then, thousands of aid and development programs around the world have been terminated.
