The announcement came on Thursday, when Trump signed a presidential order imposing tariffs on countries if they "directly or indirectly" supply oil to Cuba.
"The regime allies itself with - and provides support to - numerous hostile countries, transnational terrorist groups, and malign actors hostile to the United States," the White House wrote in a statement about Cuba.
In recent years, Cuba has purchased a large portion of its oil from Venezuela, but Trump has threatened to strangle that trade since the United States took control of the Venezuelan oil industry.
Cuba has suffered several fuel shortages in recent years, which have affected the electricity grid and caused extensive power outages for residents.
