The Council on Legislation has reviewed the government's bill on a leisure card, i.e. compensation for children's leisure activities. It does not reject the proposal, but provides a number of comments.

The Council on Legislation writes that it has been difficult to review the proposal because it is "rudimentary" and lacks regulatory text.

Furthermore, it believes that the term "leisure card" should be scrapped, since there is no actual card, but rather a compensation.

"It appears to the Council on Legislation as confusing to call the support a leisure card."

Instead, it suggests the perhaps less catchy, but clearer, "support for certain expenses for children's leisure activities".

The Council on Legislation wants a clearer description of how the system with the leisure card is to function. The Riksdag must know what it is deciding on and be able to assess whether the government's proposal "falls within the framework of the government's competence" and whether the proposal fulfills the stated purposes.

The leisure card, which provides compensation for children's activities of 500–2,000 kronor per year, has been significantly delayed. But it is intended to come into effect on September 1 this year. The effectiveness of the card has been questioned and the proposal has received criticism for the risk of it being abused.
