Sweden Trails Nordic Neighbors in Private Cultural Funding

Sweden is the worst in relation to its Nordic neighboring countries when it comes to private financing of culture. This according to a new report from the Agency for Cultural Analysis.

The report shows that Denmark has the largest proportion of private foundations that support culture, which, among other things, benefits the country's museums, while Sweden has significantly less foundation funding – even compared to Finland and Norway.

Denmark also offers tax deductions for corporate donations, and Norway had until 2021 a state matching system for private contributions. In Finland, larger deduction options are now being planned, while Sweden is still investigating similar reforms.

In June 2025, Minister of Culture Parisa Liljestrand (The Moderate Party) announced that an investigation would be appointed for the "non-public funding of the cultural area".

The report emphasizes that all Nordic countries are moving towards increased private cultural funding, but that Sweden – which historically has done less than its neighboring countries to stimulate private funding – so far lags behind in development.
