Sweden Proposes Profit Limits for Independent Schools and Preschools

On Monday, Joakim Stymne will submit his partial report "Stricter Conditions for the Independent School Sector" to Education Minister Johan Pehrson (L). In it, he proposes "restrictions on the right to distribute profits from independent schools and preschools". A ban on profit distribution for five years is proposed both when a new school is established and when a principal has a new owner.

Joakim Stymne's partial report also includes several proposals that "tighten the conditions" for those affected, so that it becomes "more difficult for non-serious actors to operate school activities". "Good quality and long-term perspective in the operations" should be the incentive.

However, it will not be prohibited to make a profit. But, according to Joakim Stymne, it will not be "attractive to operate school activities for those who primarily want to enrich themselves on the school allowance".

In 2023, Joakim Stymne was commissioned to propose restrictions, but not a total ban, on profit withdrawals for independent school owners. Last autumn, the assignment was expanded – or "the comprehensive renovation of the independent school sector continues", as the government called it. The final report will be submitted at the end of 2025.
