Ukraine has restricted electricity consumption across the country in recent weeks after extensive Russian attacks on energy facilities and the railway. The Chernihiv region, which was briefly occupied during Russia's full-scale invasion in February 2022, has been subjected to particularly heavy shelling in recent times.
Critical infrastructure such as hospitals have been forced to switch to backup power, a spokesperson for the regional authorities told AFP, adding that the severe power outages began late on Monday and that the entire city and surrounding areas in the north are without power.
The International Criminal Court (ICC) in The Hague has issued arrest warrants for high-ranking Russian military personnel for "war crimes by causing excessive" damage to civilians in attacks on Ukrainian energy facilities.
