"The so-called Duma election was another major setback for Russian democracy. There was never any doubt about the outcome," writes Kallas on X.
"The Kremlin has silenced dissent, banned the only registered party that opposed the war in Ukraine, and barred international election observers."
With 95 percent of the votes counted, United Russia has support of just under 58 percent. The pro-Kremlin party is expected to win 355 of the 450 seats in parliament, according to Ella Pamfilova, head of the election commission.
